Who actually pays?
The client account does, through its own payment profile, in its own currency. Linking a manager account does not move the bill and does not merge payment profiles. What the manager adds is the ability to see all of it in one place, and the option of monthly invoicing where Google offers it.
What does the manager's currency do?
It sets the currency your cross-account reporting is converted into. Client accounts keep billing in their own currencies regardless. That is why the currency chosen when the manager account is created is a reporting decision rather than a payment one — and why getting it wrong is annoying rather than fatal, though it is still permanent.
Currency and time zone are fixed when the manager account is created and cannot be changed afterwards.
The time zone is the more expensive mistake: it decides which day every account's spend lands on in your reports.
Where does the billing threshold live?
On the client account, always. On a postpay account Google lets cost accrue and charges the payment method when accrued cost reaches the account's billing threshold, or thirty days after the last automatic payment, whichever comes first. A manager account accrues nothing and so has no threshold of its own.
Google raises a threshold by itself, after the account has accrued and paid repeatedly without failures. There is no setting for it and no support request that moves it, and putting a manager account above an account does not raise it either.
This is the most commonly mis-sold thing in the category. A manager account described as having a lifted threshold or spend history is described wrongly. Thresholds and history belong to advertising accounts, and that is where to look for them.
What about monthly invoicing?
Google requires a manager account for Google Ads accounts using monthly invoicing, and a manager account can be linked to a payments profile for it. Whether monthly invoicing is available to you at all depends on Google's own criteria, country and spend level included, and is decided by Google rather than by anyone selling accounts.
For most buyers here the relevant billing question is not invoicing but the threshold on the accounts themselves. What is in stock lists what each price band actually has behind it.
Common questions
Does a manager account pay for its client accounts?
Not by default. Client accounts are billed in their own currencies with their own payment profiles. A manager account can hold a payments profile for monthly invoicing, and Google requires a manager account for accounts on monthly invoicing — but linking a manager does not by itself move anyone's bill.
Does a manager account have a billing threshold?
No. The billing threshold belongs to an advertising account and its payment profile. A manager account runs no campaigns, accrues no cost and therefore has no threshold, which is also why a manager account can never be sold as having one.
