Access levels

Google Ads access levels, and which one to give

Google Ads has five access levels: email only, read only, billing, standard and admin. The line that matters runs between standard and admin, because only admin can grant access, accept manager link requests and remove other administrators.

What can each level do?

LevelWhat it covers
Email onlyReceives notification e-mails and reports. Nothing else.
Read onlyNotification e-mails and reports, views campaigns and planning tools, views billing, runs billing and performance reports, views users, managers and product links, grants email-only access. Cannot edit anything.
BillingNo campaign access. Views and edits billing information, runs billing reports, manages payment forms and the payments profile, makes payments and adds funds, switches between prepay and postpay, adjusts the threshold on postpay accounts.
StandardEverything read only covers, plus editing campaigns and billing information and creating conversions from Analytics events. Can pay and add funds and switch from postpay to prepay.
AdminEverything above, plus adding and removing product links, linking Analytics, granting access and changing access levels, accepting or rejecting manager link requests and unlinking managers, reviewing each user's sign-in method and last login, starting advertiser verification, and switching between prepay and postpay in both directions.

Where is the line that matters?

Between standard and admin. Standard can spend your money and change your campaigns, which is recoverable. Admin can change who has access, accept a manager link request and remove other administrators, which is not. Everything about keeping an account comes down to who holds admin.

Standard access costs you a bad week. Admin access costs you the account.

Two related details worth knowing. Admins and billing users can update the payments profile even when they are not payments profile users. And an account with only one admin loses control of its tags if that person becomes unavailable, so one admin is the minimum and also a risk.

What should each person get?

Contractor or buyer running campaigns

Standard.

Finance

Billing. No campaign access needed.

Client or stakeholder who only watches

Read only, or email only if they just want the reports.

You, and at most one other person

Admin.

When you take over an account, the access screen is where you look first and where most buyers look last. Ownership is the other half of the same screen.

Common questions

Which access level should a contractor get?

Standard, in almost every case. Standard edits campaigns and billing but cannot add or remove users, which is the line that matters. Admin is for the one or two people who are supposed to be able to hand the account to someone else.

What is billing access for?

For a finance person who should pay and never touch campaigns. Billing access views and edits billing information, runs billing reports, manages payment forms and the payments profile, makes payments, switches between prepay and postpay, and adjusts the threshold on postpay accounts — with no campaign access at all.

Handover with the access screen open

Previous administrators removed and old manager links cut before you pay, not after.
